AI literacy is a learning problem, not an IT rollout.
Most organizations approach AI as a procurement decision. Buy the licenses, run a demo, send the announcement. Six months later adoption is flat and the conclusion is that the tool was wrong. The tool was fine. Nobody built the capability to use it.
Capability is built the way it has always been built: define what competent looks like, design practice into the learning, and equip managers to reinforce it. That is learning and development work. AI has simply made it urgent.
